    Here is the info.

    - For passport no body can do any thing, if you lost you must file a police report and apply for a new passport according to your country's passport rules and regulations.

    - If you have a replaced passport and police report, USCIS accepts your excuse, but for I-94 you must apply to replace the i-94, the information from the border protection is not an official copy. You can use the I-94 number and the info you got for filling I-94.

Below is the complete information how to get your i-94

Form I-102, Application to Replace Arrival/Departure Record

The Form I-94 controls how long you may remain in the U.S. and the terms under which you may remain. If you have lost or damaged your Form I-94, you may apply to replace it by filing Form I-102, Application for Replacement Arrival-Departure Document.

    Eligibility Requirements

This application is appropriate for applicants in the following categories:

    Applicants who are seeking to replace a lost, stolen or mutilated Form I-94 or I-94W;
Applicants who are seeking to replace a mutilated Form I-95; and
Applicants who are seeking an initial Form I-94 and who intend to file Form I-102 at the same time as an application for an extension of stay or change of status.
Applicants who are seeking to correct an inaccurate Form I-94 or I-95 should not file this application on our site. If you are seeking to correct an inaccurate Form I-94 or I-95, submit your application at the local office having jurisdiction over where you are temporarily located.

    The Process

Applications to replace a Form I-94/I-95 card are made on Form I-102. Processing times vary, but generally range from 2 to 5 months.

    Good Luck.

        You too, happy thanksgiving.

You not gonna say to your embassy you are seeking an assylam.

you just follow regular process of lost passport. or you can do one thing.

Make the police report, (for safe side give an ad in newspaper state you lost passport the passport with your info)
Keep those info, at the time of interview show to the IO your previous passport copies, police report, paper ad and say your consulate refuse to honor your replacement passport as you are a asylee.

This is the options you have.
        good luck

Don't worry just fill the I-94 replacement form and submit. Then try to get new passport from your consulate/embassy.
I think you have to give a news paper ad for missing/lost passport. ( i think i already mentioned in my previous reply)
Below are the details what to do in case you lost passport/I-94

Lost and Stolen Passports, Visas, and Arrival-Departure Records (Form I-94)

              Overview

Passports, Visas, and Arrival-Departure Records (Form I-94 and I-94W) are official travel documents that foreign citizens coming to the United States (U.S.) must have in their possession to show their country of citizenship and legal status in the U.S. We encourage travelers to make a copy of their passport biographic page, U.S. visa and Form I-94 as soon as possible after their arrival in the U.S.

If you are a foreign citizen temporarily in the U.S., and you lose your U.S. visa, you can remain for the duration of your authorized stay, as shown on your Arrival-Departure Record (Form I-94). You will need a valid passport to depart the U.S. and to enter another country. Your I-94 is needed as you depart the U.S., to document that you are departing by the required date. If your passport with your I-94 are lost or stolen, you must get them replaced immediately. There are a number of steps you need to take as follows:
              Police Report

Go to the local police station and report your document(s) lost or stolen. If available, you will need to provide copies of the original documents. You will be issued a police report detailing the incident. Don’t forget to make an extra copy of the report for your own records.

              Request Replacement of a Lost/Stolen Arrival-Departure Record (Form I-94)

Replacement of a lost or stolen Form I-94 falls under the responsibility of Department of Homeland Security (DHS). To file for a replacement I-94, see Application for Replacement/Initial Nonimmigrant Arrival-Departure Document at the DHS, U.S. Citizenship and Immigration Services (USCIS) website and see Arrival-Departure Record at the DHS, Customs and Border Protection (CBP) website.

Report your Passport Lost/Stolen to Your Embassy

Contact the local Embassy or consular section for the country of your citizenship for information on the procedure to replace a lost or stolen passport. Most countries have Internet web sites with contact information.
Report your Visa Lost/Stolen to the U.S. Embassy Abroad

To report your visa lost or stolen, fax the Consular Section or Consul General at the Embassy abroad which issued your visa. Go to the U.S. Embassy or Consulate website to locate the fax number and contact information. Be sure to include your full name, date of birth, place of birth, address in the U.S., and an e-mail address (if available). Specifically state whether the visa was lost or stolen. If you have a copy of the passport or visa, fax this to the Embassy or consular section. Otherwise, if known, report the category of visa, and the passport number from the lost/stolen visa.

If you have already reported your visa lost/stolen to the U.S. Embassy abroad, and then you later find your misplaced visa, please note that the visas will be invalid for future travel to the U.S., and you must apply in person at the Embassy or Consulate abroad for a new visa.
Applying for a Replacement U.S. Visa

Lost or stolen U.S. visas cannot be replaced in the U.S. For replacement of a visa, you must apply in person at a U.S. Embassy or Consulate abroad. When applying for the replacement of a visa, you will need to provide a written account documenting the loss of your passport and visa. Include a copy of the police report.
