Why the jump in priority date for EB-3 (non-chna/india/mexico/philippines)?

1st post here :-)

I noticed that the priority date for EB-3 (as a French citizen) has jumped from 01JUL07 to 01SEP08 between the USCIS bulletin of April '13 and June '13.
Why such a sudden jump? Any rumors that it may keep that pace? Is it fair to assume that in any case, processing should go a bit faster now that we are entering the days of the financial crisis (that started in September 2008)?

As an FYI, I have had my I-140 approved (ED-3) and my priority date is 01-2012.

No progress for the August 2013 bulletin. Maybe the progress so far were just an exception and it will go back being slow
