I got an RFE for my parents to submit non availability of birth certificate. Can we get one from the Indian consulate? They are currently in the US. I saw few threads on this topic and it seems like NABC from consulate will not be accepted by USCIS. They are from Kerala and what we are hearing is it could take 3-6 months to get one - if at all possible. Can you suggest other alternate options? thanks in advance.
