Spouse got plastic card, I did not

Does anybody know how long should we wait for plastic card after the stamping in the passport? I got my stamping done in May 2004 but haven't received the plastic card yet.
My wife got it three weeks ago, Is there something I can do? write someone or inquire?

Any help is greatly appreciated
