I became PR on 22 Sep 2011 through US citizen wife and planning to apply for citizenship around 22 June 2014 (90 days before completion of 3 years). My parents came to US on B2 tourist visa this year and have an with I-94 valid upto 31 Aug 2014. I came to know recently while going through citizenship process that US citizen can sponsor parents as immediate relative while they are in US. However I don’t think my citizenship process will complete before the 3 year period completes in Sep 2014. So I am not sure if there is a possible way to apply for my parents GC while they are in US as their I-94 expires end of August 2014. Please advise.

They don't need to be in the U.S. for you to sponsor them for permanent residency after you gain U.S. citizenship. If they're outside the country, you can still sponsor them. But you do need to have U.S. citizenship and be over 21.
