In short summary, I have to get "A copy of the receipt of notice from the U.S. Citizenship and Immigration Service verifying you have filed your I-485 form to adjust your status to US permanent resident" for my university tuition.
I do not have to pass, although I wish I could.
But I have F-2 visa status.

So, I was admitted to a public university as F-2 visa status.
Our state law says if you have resided 3 years in the state before earning high school diploma and other small things, you can pay resident's tuition. In return, I have to sign that "I will file an application to become a permanent resident of the United States as soon as I am eligible to apply. I am also willing to engage in activities designed to prepare me for citizenship, including citizenship and civics review courses."
I have met this requirements and I signed the affidavit for my university.
And the university said it needs "A copy of the receipt of notice from the U.S. Citizenship and Immigration Service verifying you have filed your I-485 form to adjust your status to US permanent resident" to process my "affidavit of residency"
So, I contacted to attorneys and they said F visa status is not eligible for i-485.
By the way I signed up to become a permanent resident as soon as I am eligible, not at the moment when I am not eligible.
In fact, I really want to become a permanent resident, but I can't.
I went to residency office of my university and talked about it.
But they said, they don't know much about i-485 except that they need it.
So, I looked up and found out that F visa is not in the not eligible list of i-485 unlike some other non-immigrant visa. Which means F visa is allowed to apply for i-485. However, I don't see myself as eligible candidate.
Attorneys say that F visa does not qualify to apply. Which seems quite false after reading the information packet.
So here's question.
