I sent originally 1070$ he is 15 years old...they sent back check also...everything came back.why he got alien number if he rejected?

USCIS sent back the child's I-485 package because you did not include an I-130 and fee ($420) for the child.

Do i need attach a photo of the petitioner also when she file I 130 for her stepchild? Websites confusing some says yes some of says only the child...
