I'm US citizen and I'm sponsoring my spouse who is a principal immigrant. Our household is 2 - me and him. Can I use his income as my current annual household income? or we need a co-sponsor?

If your spouse is not legally eligible to work in the U.S., he cannot be used as a "household member" co-sponsor.
On the other hand, if he has a large amount of liquidity, at least $100,000, that can be accessed on short notice, an argument can be made for self-sponsorship by him. Frankly, though, USCIS reviewers might be reluctant to allow this option, since the rules for use of the I-864 clearly describe the requirement of "legally elgible to work," i.e., U.S. citizen, Green Card or Work Authorization.
