I am a legal permanent resident. my husband was denied visa for overstay and misrepresentation

I would like to know how I could apply for him thru a waiver
I need to understand how the process works,
where should it be initiated? (US/INDIA)
how long does it take?
what does it cost me?
what is the normal procedure?
does extreme hardship have to be proven to gain admission?
can I do this myself or do i need to hire a lawyer?
are there any wait times for this like the green card?
anything else I should be mindful of?
