any risk/benefit to file I 485 now age of 95???

In absent of birth certificate and any unavailable substitute records, we did not file I 130 and I-485 for our grandmother who is on visitor visa since 2011, is still residing in USA without legal permit. We just got the birth certificate and My father was about to file petition, few question arise…for instance (1) what are the benefits of being legal resident at age of 95 ( won't get any medicare or other gov. health insurance, right??) (2) If we filed petition now and since she is residing here without permit, what are the actions USCIS can take that would be a trouble to her ( like penalties or denial of the case or asking to file provisional unlawful presence waiver form I-161A)

If the petitioner is a U.S. citizen, mom's immediate relative status would normally protect her from adverse adjudication action by USCIS.
