And i was about to do the steps in AOS but the thing is, my marriage certificate would be available after 8-10 weeks according to the Presiding Officiant. The thing is, my tourist visa is expiring on Dec 16 2014. Can i still apply for a I-130 without the marriage certificate?

You need some variation of your marriage certificate when submitting your package. IF you are being told that the certificate is not available for 8-10 weeks, they are referring to a "certified" legal version. 8-10 weeks is longer than normal in almost any part of the U.S. Average waiting time is between 1 and 4 weeks. In lieu of that final certified version, you can submit the "ceremonial" version or the marriage license with annotation about the divorce and date and registration number.
Depending on how official the version you submit might be, you might get a "Request for Evidence," but your package will have been accepted, although you will be given a deadline of 60-90 days to respond to the evidence request.

Hi RayB,
I am currently in USA with a valid H1B. And my spouse is a us citizen. I want to apply for my green card. The only 2 forms that I am aware of are i-130 and i-485. Is there anything else that I need to submit along with these 2 forms.

You need I-130, I-485, I-765, I-131, I-864, G-1145 (optional, but recommended), immigrant medical exam, $420, $1,070, and supporting documents for all these forms.

When you submit this conversion package (I-130 and I-485 together), you don't need to send any evidence of cohabitation or commingling of financial affairs. That will come at the in-person interview.

You also need to include copies of birth certs, entry visa, I-94, citizenship proof of I-130 petitioner, immigrant medical exam. form I-864, form I-765, form G-1145, passport-style photos of both of you.
$2,500 is a tad above average for an Adjustment package. It's about 3 hours work, in addition to time spent by the attorney telling you what you need and reviewing your evidence. If the attorney goes with you to the interview as part of that $2,500 fee, that levels it somewhat, but an attorney appearance at an interview like this can be billed as 3 or 4 hours by the attorney, generally around $800.
Have a third party who has done this before check all your work before you submit.

You don't have an Alien Registration Number, so leave it blank, UNLESS IT ASKS FOR I-94 number as an alternative.
