I just got my certificate of naturalization the other day, and I wanted to file a I-130 for my mother to get permanent residency for her. She's ALREADY living in the US, under TN status (Canadian citizens in the US). Should she file a I-485 at the same time as I file the I-130? And can she continue her employment while her petition is pending? Am I able to file the I-130 on her behalf ASAP after getting my citizenship, or is there some period of time that has to elapse first? Thanks in advance.

Yes, you can file immediately for relatives. There's no time limits on when to file for your relative, after receiving your Naturalization Certificate. You can file the following day, so to speak.
TN Visa, can be tricky, in the sense that it shouldn't be acquired with the Intent to migrate.
Yes. Your mother can work in the interim of filing her I-485 and ,I-130 and I-131 (AP), since that a working visa.
