Incorrect First Name In Birth Certificate

My name in the birth certificate is incorrect (Priyanka instead of Payal) and is not used in any other documents at any time. My parents made this error at the time of my birth. The municipal authority does not allow any changes in the name once it is registered. Because I do have my BC (with incorrect name), they cannot issue Non-availability certificate either.
I am sending the following documents as secondary evidence: School leaving certificate, school 10th grade certificate with DOB and father's name, 2 affidavits from parents.
Will they accept the secondary evidence in the presence of primary evidence with a different name?

Why would any department, overlook the primary evidence and accept the secondary?

The only way in my opinion, you can get around this, (your BC, name), is to have your name Legally Changed, from what's listed on your birth certificate to what's listed on your other documents.

If that's done, then you could used that Legal Evidence, to over ride your birth certificate.

Other than that, it's going to be a tough up hill battle.....
