Elderly mother with expired Green card and outside USA for 15 years

My mom immigrated to USA and lived in US for 5 years. She had a permanent Green card. She decided to go back to her country and lived there for 15 years. The Green card had expired and lost. Now she is too old and required more help and all of her children are in US. We hope to get her to back to the US to live with us but not sure what to do.
Your advice is greatly appreciated.

One of her children who is a U.S. citizen must petition mom again. It will take about 9-11 months to get her a new visa.
