When can I file my I-485 once I-140 got approved

I got my I-140 approved on Jan 3, 2006 for EB3 category from Vermont Center. Priority date is Nov 1, 2004.
Can I file my I-485 now or do I need to wait till my priority date becomes current for filing I-484? If I need to wait till my priority date becomes current date, where can I track current Priority date for filing I-485 for Vermont center.

Thanks for quick reply. Does this rule changed recently - i.e. we can't file I-485 till priority date become current date or it is like this only since years?
