NOA:2 help!

My priority date is current this month (F2A category). I was preparing to apply for AOS. but I never received a hard copy of notice of approval (only received email confirmation) for I130. I had applied for I824 for a replacement notice of approval but its been 5 months, (which is well outside of normal processing time that is 3 months) and USCIS is telling me that its gonna take more time and they don't know how long. So I spoke with a level 2 USCIS representative and he told me to apply I485 and attach a letter explaining that my I130 petition has been approved and I am waiting on pending I824. But I was thinking how safe is it to do that. Please let me know if anyone has experience with this kind of situation.
