DV-2005 won, doing AOS. Help

I won Dv-2006 and number is 117**
I am currently on F-1 here in US. Already paid for processing, and got the document from KY stating that now I have to contact my local USCIS office fo further process.

Do I still have to wait for the bulletin number to become current or I can send in applications now?

I know there is visa bulletin with cut off number for EU, I was just wondering if I have to wait untill my number becomes current?

So basically you saying, that I can submit my documents and wait until my number becomes current, and then they call me on the interview?
