Waiting on 1-485 - can he get a drivers license and register a car yet?

Hi!
My UK born husband just came here a few months ago on a K1 visa. We filed for 1-485 on Nov 7 and according to the website, we should have recieved a request for more info on or before Nov 23. It is Jan 19 and we have not recieved anything after numerous calls and promises that the letter is in the mail.
My husband has a job waiting for him to start once he becomes legal to work thru EAD. The problem is, when he went to the DMV to get a US Drivers License in DC, they ripped up his application in his face and said that he needs his adjustment of status first before he can get a license.
-How will be drive to work for a year with no license and no ability to register a vehicle? Currently I am planning to register it in my name but was wondering if anyone else has run into this same problem. Thanks!

EAD is enough to let your husband to obtain a license and register a car.

1. At USCIS, things don't happen on time as mentioned in the notices.

You require EAD to work.
You don't require I-485 approval to get driver's license. In most states, you just require the proof of legal status in US to get driver's license. I-485 receipt is a proof of legal status.
