I-864 and I-864a

My wife is student and she is not making enough money. We are using her cousin as sponsor. Her cousin has wife and two kids so together with me (immigrant) household size will be 5 so he has to make more than $36k per year. He is making $30k but together with his wife they are above $36k. Can his wife file I-864a as contract with him and then he can file I-864 as join sponsor.

my wife --> I-864 (income $4k)
cousin --> I-864 (income $30k)
his wife -->I864a (income $20k)
