Rfe i-864 i'm confused!

I recently got a letter from USCIS regarding the FRE of I-864. They said my joint sponsor needs to submit the recent 3 years of tax return information and W-2, 1099. I gave them the 2012, 2013 and 2014s. However, they said they need most recent years. But we don't need to file 2015 tax return until April 2016. In this situation, what should I do?

Also, my husband doesn't make income over the poverty guideline, that's why we asked his dad to be our only joint sponsor (his yearly income is over 100k, which is over the poverty guideline). Then, why the USCIS governments still saying my husband doesn't meet over poverty guideline and need to submit more documents such as tax returns. W-2s...?

they need everything from the petitioner then also from the joint sponsor like w-2's, tax return, IRS transcript etc...
