So I received this mail today saying that my case was put on hold because my join sponsor income do not meet the minimum poverty guidelines. But it did.the only thing is that his tax return of last year do shows income that do not meet the poverty guideline.

    Hello
If you read your post again it contradicts itself.
I think what you are trying to say is although last years tax return shows an income of your joint sponsor that is below the poverty guidelines that has now changed.

Regardless of the new situation your previous years tax return would need to be submitted. Did you include evidence of the new salary details? Employer letter... Pay Stubbs reflecting the new salary? The situation change (promotion / new job / completed studies etc)

It could be the USCIS take a simplistic view and expects any joint sponsor to be able to reflect the minimums required on their tax return.
Maybe try an info pass and get some guidance on the next steps as at least you can explain the situation. Failing that try and find a new sponsor who is above the poverty guidelines for the most recent tax year.
Hope it works out for you.
