I'm going for a visit to US and also I'm hopeful of immigrating to US.
B-2 Visa would be nice since it allows changing status. Would they reject my B-2 Visa because I'm eligible for traveling under the VWP? Also, if they reject my B-2 Visa on that basis can it hurt my ability to use the VWP or to immigrate to US?
Another issue is that they are a bit unclear about ability to immigrate when traveling under VWP.
They say that it's not possible to immigrate with the VWP. In the VWP site (under Change of Status):
Persons admitted under the Visa Waiver Program are not permitted to change status in the United States.
However, when I follow the link they provide it only mentions about Crew members that are traveling under VWP:
So, can I change my status if I travel under the VWP?
