Hi, I am a student with F-1 visa currently living in USA. I got selected in DV lottery for the further procedure. What do I do next. I called Kentucky consular and USCIS, but didnt get clear information. USCIS told me that my process would only start from October 2017. Could anyone tell me the step by step process. and also when can I fill up the DS - 260? Also I am wanting to do the Adjustment of Status.

I am in the same boat. I am currently on a F-1 visa and like you I was confused about what to do next.
What I figured out so far is:
Fill out the DS-260. When you fill out the form it ask whether you want to adjust your status and have your documents send to USCIS rather than the consulate.
I think the next step would be to file the I-485 from once your case number is posted. Based on the results from last year, I should be able to apply once it opens in October. Actually they post the cut-off numbers one month in advance so I plan to submit my I-485 with all the documents in September. My understanding is that once the I-485 is approved, I will be asks to come for an interview at the local USCIS office. You can check the processing time of your local office online. It is supposed to take 5 months, but unfortunately mine is really slow and it is taking them 8 months or more to process the I-485.
