I am a US citizen, applied for my sister in Jordan , and after 14 years, I got the letter from NVC saying I can proceed. I got the letter last may( 2015). I have a year to pay the fees and continue processing from that time as per the letter. I have paid the fees 2 weeks ago, and now its time to do the I-864. My sister wants to delay coming to the US as much as possible ( opposite to what other people want ) , but she doesnot want to lose the visa number. How long can I wait, after paying the fees, to submit the I864, and what steps can I use to delay the process while not losing the visa number Thank you very Much.

You got it right the first time. You can delay completion of NVC requirements up to a year, and then go beyond that year if you have documented contact with the NVC during the first year.
