Is State Disability Insurance "public assistance" (Part 3, C)?

Question 2 asks: "Have you ever received public assistance in the US from any source... including any State?"

I cannot find guidance online about this. Should I check "YES" if I have received California State Disability Insurance (SDI) benefits?

The California SDI, "State Disability Insurance," is not welfare or public assistance. It is a member-funded, public agency-administered insurance program.
