How to get nabc for mother born in Undivided India

My mother was born in Undivided India. In other words, her home town is in Pakistan.
Is there a way to get Non availability of birth certificate for her from anywhere in Delhi?

$1000 is ridiculous. It can be done on a 100 rupee notary. My dad was born in undivided east Pakistan in Dhaka in 1942. We got 100 rupee notarized document affidavit through relatives in kolkata, who said they witnessed their birth in erstwhile british india. This was 8 years ago. Had no issues what so ever.
