I-310 Petition for Alien Relative, Q-19 and Q-22

I am petitioning for my husband for adjustment of status, whom currently is in the US with student Visa.

I have a couple of questions about form I-130

1) Q-19 "Your relative's address abroad":
Does this apply if my husband is in the US right now? Before coming to the US, he was living in college dorms, so he doesn't have an address abroad, except his parent's home. Should I leave this field as "None" or put his parent's address?

2) Q-22 Part 2 "If your relative is not eligible for adjustment of status, he/she will apply for a visa abroad at the American consular post in: _____".
Does this apply to my husband if he is here on student VISA, and doesn't have an address abroad?
