Thanks rayb for all advice and guidance I had already submitted my package and got all receipts with me . I already received the hard copy of notice of action . My question is can I have a driving license in Washington, D.C. With just a notice of action from immigration??

Depends on the State in which you live.
Since 9/11 and the Patriot Act State Issued ID/Driver license issue have changed. The State requires that you produce documents to prove identity. Here in Florida only US Citizens/Canadian Citizens have to produce BC/Passport and proof of residence/Lease/Utility bills etc. Any other country of origin needs a GC/I-94 to be eligible. Check your State's DMV for whats required.
