Business justification to HR for early peocessing of Green Card

Hi All,

I am working in a banking organization having L1A visa.
No w i went ahead and asked my HR to process my
GC however HR declined the request asking for bsusiness justiifcation of the same. Can anyone out here faced the same problem and what could be a valid justification for the same.
