Any filers under Chart B "Dates for Filing" for November 2016 Visa Bulletin

Hello I am new to the thread and I have been a silent reader and appreciate everyone sharing their experiences and assist with questions.

I am about to file under Chart B "Dates for Filing" under November 2016 Visa Bulletin here are my dates and some questions:

PD: 7/23/2015 (spouse is green card holder)

Final Action - Chart A: 1/22/2015
Dates for filing - Chart B: 11/22/2015

Based on USCIS website it says to use chart B, dates for filing to file Adjustment of Status. I have read on this site that some people got rejected due to their priority date not current or got rejected after their interview.

Have anyone filed under chart B and were you successful or they rejected your packet? Any recommendations?

Do USCIS schedule an interview first, grant EAD card and then when the priority date is current under final action then they grant the Green Card assuming you pass the interview?

Also did you guys recommend sending the AOS by regular USPS priority mail to the PO Box address or use FedEx for express mail?

I am under same circumstances, Priority date - 11/9/2015
This is current under chart B. I filed for adjustment of status but my package was returned to me saying " a visa number is not currently availbe". I talked to USCIS on phone they said my case is fine and that I should file again. My package was returned again (2nd time). Then I made infopass appointment at local USCIS office they said the same thing and asked me to re apply. I have now applied yesterday for the 3rd time. Will let you know what happens this time.

Also I recieved letter from NVC and email from them asking me to apply for green card. I cant understand this.

Sorry to hear you have to file 3 times. It looks like the check got cashed last Friday 12/2 but no receipt number yet. Still waiting on text or email.

I would advise you to write a cover letter saying I'm applying as F2A category under chart B since my priority date .... is earlier than cut of date of chart B for months of May. You need to make it clear for them. This is how I've done that, and they accepted my application from the first time.
