It really depends on how professional are the accompanying translations and affidavit(s) from local officials. Since the marriages from Pakistan and Afghanistan often lack proof of local government registration, and/or marriage documents are often challenged throughout the visa processing, a fiancee visa procedure is often started in favor of a spousal visa.
I recall one instance that the Pakistan documents, with verbiage in Pashto, Arabic and Farsi, got one husband to Connecticut, but the local city hall wouldn't deal with the documents and suggested they just remarry locally (which they did).
