InfoPass Status: Application with Review Team

I went to an application filed in Jan, 2017 (Nebraska). The officer told me that, my background check was completed by first week of April, 2017, and that my application is with the review team. What is this review team? Is it an additional/extended review team? She also told me that, she is not sure how much time it will take, as it's hard to predict times, and it can goto Supervisor, if the review team cannot decide.
