Hope this is not double posting

Has anyone had experience with delays due to "background check" ????
I understand they have couple different levels of background check, and so on... But as far as I've read, that category is some black hole that nobody actually knows specifics of and there is like nothing you can do but sit and wait.
The only problem I've been sitting and waiting for 15 months, its getting little frustrating.
I have USCIS service center on like speed dial , lol, been to two INFOPASS appointments and around 8 service req. with the same answer " ... until the necessary background checks are completed we cannot continue with your case... "
I have EAD, but honestly I just want my husband to meet my parents, both time at INFOASS they suggested me not to ask for advanced parole since that could delay my case even more.
I've exhausted all the options that I can think of so just wondering does maybe someone has an idea.

If being able to travel abroad is more important to you than final approval of your adjustment application, you should have applied for advance parole

In any case, I don't think 15 months is an unreasonably long time. If you think your case has fallen through the cracks, contact your Congresspersons office to inquire on your behalf

I had assumed 15 months from filing, if you've been waiting 15 months since your interview please contact your Congressperson

Sooooo how does that work? I should just make an appointment and talk to him/her?

Its actually been 12 months since interview (typo) lol ... The whole case is a year and 7 months pending now.
I am aware of advanced parole but after two officials at INFOPASS appointment suggested not to do it I'm kind of skeptical.

We've submitted documents on October 2015
            EAD approved December 2015
First time I've seen background check answer for service req. was in May 2016. We've submitted one because usual processing time in my office (Kendal FL) is 4 months and it just looked like it's dragging a little bit. Couple weeks later we got interview date - beginning of July. It felt more like interrogating than interviewing but at the end they've thanked us and said you will receive your answer in mail. We've waited till October and than started submitting SR, exact same answer every time. Its like a generic form they print out and mail

How long has it been since your interview?

I assume from my country - Serbia, that is the only one I've lived at before US, but I've traveled a lot.
Any reason why would it make a difference?

The country of origin can make a big difference in the turn around time of an FBI background check which is used for USA visas. For example, if the country does not have a central repository for information on their criminals, then how is the FBI to figure out if the person has ever been a criminal, terrorist, or sex offender. If the country had recent wars, like Serbia-Herzegovina, then it can take the FBI longer to discover the information they need to complete a background check. Some companies, like https://BackgroundSearch.com offer free background checks, but the FBI will not accept it for government purposes. For one thing, free background checks only cover the USA, and it takes a government agency like the FBI to work with foreign governments like Serbia to complete a background search in the foreign country.
