filing for minor step child overseas

hi my daughter is 4 years living outside the USA, my wife and i want to file for her to migrate to the US but we want to know if she
will like it here so we want to get her a visa then if she like it here we adjust her status what do you guys think is the best way to do this?
either filing directly or letting her come her first.
and also we want to know the procedure of acquiring a visitors visa for a step minor child living overseas


NOTE: am married to a US citizen for 4 years but my wife's income was not enough so we couldn't add her when we filing for my GC.
My GC is still pending though.

Tourist visas are applied for at https://ceac.state.gov/genniv/

However, a child in this situation likely would not qualify for a tourist visa, and would likely not be granted admission for this stated purpose

The safest route to "potential immigration" is a straight up immigrant visa, IR-2
