Birth Certificate query

Hello All,

Could anyone please confirm if I can get birth certificate from district registrar from Civil Hospital in rural area of Punjab. Would that be considered as a valid one as I was born in a rural area and at that time no one cared about birth certificate.

I am not sure the situation in Punjab.
Could you get a notarized birth certificate ? I did not have the original birth certificate either my mom got the notarized birth certificate for me from government on behalf of me.

Regarding valid, first english translation AND notarize that translation is true from original language.

I am getting birth certificate from Civil hospital from District registrar as if born in rural areas, Civil hospital's District Registrar issues birth certificate as per rule today in Punjab. So not sure if birth certificate would be acceptable or not
