Not ablie to receive driving license

Right now I am working at my Client location in IL on CPT and my I-20 has my Employer address of WA.

I am not able to get DL even though i have a valid offer letter that says I am working at Client.

DMV people told me that I need to wait for my EAD with which i can get a DL anywhere in USA.

Right now I got my EAD but it is not yet activated. Will be activated on 12/4/17.

Can i get a DL with Future EAD ?

Probably not. Can't you get an IL TVDL based on your F-1 status?

I'm curious why you get a EAD not activated. But anyways I think you can go to DMV and try to apply for a drivers licence. No harm to try.
