Is there any kind of consequences if do writ of mandamus because USCIS holds my application out of normal processing time I have the whole necessary documentation I'm just ready to submit them to the court

Mandamus action is a great way to have your case adjudicated. It is also a great way to upset & anger the responding party
Adjustment of status is a discretionary benefit. You could be imminently eligible for adjustment, yet your application may be denied because you don't deserve that exercise of discretion. That would put you in the difficult position of proving that USCIS abused their discretion in acting capriciously with your application
You sure you don't want to just wait patiently? Aliens with pending applications for adjustment of status have almost all the privileges accorded with actual permanent residents, less the ability to accrue residency to qualify for naturalization, and the ability to petition for spouses and children to immigrate
I assume you have already sought help from your Congresspersons. They are often successful at "shaking the tree", and having cases that have fallen through the cracks get the attention they deserve
