My PD date is 13th July 2017 and i received my EAD card on October 31st. My question is can i call USCIS and just tell them that i would like to be scheduled for an interview? Is this a stupid decision?

Unfortunately you can't. If you are planning to do a trip, I would not do it. This is your top priority right now. Everybody wants to be scheduled for an interview.
