Welcome to America, where unlike most countries, "the government" is made up of three separate branches: the executive, the judiciary, and the legislature. Only the legislature can make law. As you've seen from the recent legislative dysfunction that resulted in a funding shutdown of federal agencies, or their prior attempt to overturn "Obamacare", it is not so easy to pass new legislation. So, don't put too much stock into individual legislators' proposals, or the executive branch's (ie the president) own stated desires. Just chill, and plan as if there are no changes to immigration law until there are actual changes to immigration law
