Does USCIS email us a tracking number before they mail Green card ?

Hello,
My interview is done on Jan 10th, VO said she is approving my GC and it will take a month or so to send my card. I have USPS informed delivery account and I am notified I am receiving a mail from USCIS local office on Feb 16th which was sent by them on 2nd of Feb. Unfortunately, I didn't receive it and verified with postal department. After 2 weeks they said they are unable to find the mail and accepted they lost it. I don't know what is on the mail (but I am worried it might be the card) I missed from local office and the post master told me today that from his experience he thinks it is a 'welcome letter' USCIS sends before they send a GC and I don't need to worry. He said they will send me a tracking number before they send Green Card in mail. Is he right ? Can someone please help me
Edit : I received I-130 approval by mail a month back and online case status is not working as it shows still 'case received' for 130,765,485 though i received ead card in Nov and 130 approval notice

you can call uscis, they will give tracking number.

Thankj you..tried it...customer service is outsourced to India and the lady is just reading what's on my case status page...she doesn't even know my interview is done..she was like I see your application is pending and your interview will be scheduled soon...bs. i just wanna know do we receive a welcome letter before GC and who sends GC? local office or lees summit office ? Since my letter is from local office

i got mine from lee summit, informed delivery showed me i was getting a package from there automatically. i never called for tracking number.

Thank you. This is what I got in informed delivery email. It's from local office. Did you get anything from local office before you receive your gc ? I am worried it might be a rfe or something though post master told me it's probably a welcome letter.

i did get a letter. 797 approval of gc.

few days later i saw on informed delivery i am getting package, GC from lee summit.
