You look at the chart that USCIS posts. Every month USCIS chooses only one chart to post, and that is the chart that determines whether I-485 can be filed that month. For April 2008, USCIS is using the Date for Filing chart for family-based categories, so a priority date before Sep 22, 2017 for F2A can file I-485 in April, if the person is in status and otherwise is eligible for AOS. Your priority date still cannot file.
