Is it too late??

We filed I-130, I-485 and I-765 concurrently and was given a PD of 3/21/18. We didn't file an I-131 because i was afraid because my husband overstayed his visa, he would not be allowed back in the country. My question is, is it too late to apply for AP? We are NYC filers and he probably won't get an interview until next year sometime. I also didn't realize that the process was so long at the time of filing.
