I would say yes. If your case has been put in the line to receive an interview, then they've most likely finished all of their processing of it and it's ready to be passed to the field office for interview.

Another sign is if you didn't send the I-693 Medical form with your I-485 package, and you receive a I-693 Courtesy Letter, then you've also filed completely and are unlikely to receive an RFE.

"initial evidence" really means basic stuff, like tax returns, evidence of petitioner's US citizenship. They don't issue RFEs for evidence of bona fide marriage.
