The website says you can either mail the AR-11 or fill it out online. Naturally, doing it online is faster and you get a confirmation number right away. We filed a change of address recently. We are back in Minnesota. Then on 07-31-18 we got the "New Card is being produced" for the I-765. We called USCIS right away to make sure that the change of address would happen before the card is mailed out. The Tier 2 we talked to had to be a Senior officer. He was very knowledgeable and helpful. He told us that they've been having issues with the online AR-11 form. "It's best to call. If a representative enters the request for the change of address, then that prompts the system to drop the request into the queue, and it will for sure get worked on"
I am paraphrasing but you get the idea. You can fill it out online BUT I would just call and make sure that you get the confirmation number from the rep. The confirmation number that the Tier 2 gave us started with a WKD. And the one I got, when I filled out the AR-11 online, started with a CA. That one never got worked on. The Tier 2 also entered a change of address for each application separately. To be clear, the confirmation number for the I-765 is different from the confirmation number for the I-131.
