No, it doesn't make sense. According to the dates the civil surgeon signed the form 168 days AFTER the underlying application.

But we can't do much about that. Do you want to fight the mistake or just finish the process? This remembers the time that I had to answer wrong (college exam) to get it right (the professor was wrong).

Good luck with the civil surgeon, I hope they understand and just copy all information and sign with today's date. Just make sure they get the sealed envelope before 60 days (too soon?)
