I live in USA and citizen of USA. I'm about to mail I-130 for my spouse who lives in Ukraine. Can I do Concurrent filing of I-130 and I-485 for my spouse?

I'm not an expert but I believe 485 would be if she is already in the USA
It says on the form - "Use this form to apply for lawful permanent resident status if you are in the United States."Concurrent filing I-485 I-130 I-765 I-131
