Re-filing without I-130

My case got rejected due to their mistake. I just received my package back without the I-130.
I am going to call them to see if they can help me, but I would like to know if anyone knows if filling again just for I-485, I-131, and and I-765
is considered a combo and don't have to pay for each individually. The note says I have to file again, but since they didn't return my I-130 and didn't reimburse me, I am nnot sure if I should
file that one as well. There is one letter saying they will reimburse me, but they say it's for the I-485 not the I-130.

Please please refile all forms with all associated fees. The I-130 is $535 (something like that) so if it?s the case that they never reimbursed it and held on to that package , let them say so and send back your money. You don?t want another error saying that you?re missing 1 form and it?s associated fee. Don?t even think twice all the best and send tons of evidence this time - send EVERYTHING. Pictures , receipts , emails everything
Please also write a cover letter stating what happened with your case and kindly ask for your case to be expedited. I don?t know if you ever got a notice of action but if you ever did send it with new package showing your first PD. Ask Kindly if that PD can still be kept. Remember if my last post I told you, send all emails, all documents you ever got via mail EVERYTHING. Send a book to them and send it OVERNIGHT and get a signature.

You can file without the I-130, if they sent you a receipt for the first I-130. If you aren?t filing concurrently, a copy of that receipt is mandatory.

I am a bit concerned about that because it says I should submit a new application along with a new filing fee and supporting documents (it doesn't say new supporting documents). I called the uscis, but they are useless.
