Difference for a RFIE vs RFE

I searched the forum but whats the difference between a RFE and RFIE. I know a RFIE is a request for initial evidence and RFE is request for evidence but I know of them stops the clock on your processing until it's responded to.

Also does the date they get the response become your new priority date?

Well, I’ve been trying to find the answer on your question for couple month already>.< The agents from their service support multiply times told me, that clock does not start over after receiving the responce for request for evidence. the same I was told by the officer during the infopass. I put 2 inquiries due to my original PD(one by myself, one did the agent on the phone). But(!) my congressman got the reply to his inquiry, that my EAD is withing processing time, cause they started over my clock after they got responce for rfe, therefore my PD is not 04.27, but 07.20. As you see, the information from USCIS is confusing.
