I-485 application was administratively closed

SUMMARY:
In 2017, I got my greed card based on approved EB1A I-140 (priority date 9/22/2016).
In 2018, my wife filed her I-485 application also based my EB1A I-140.
Today, we received letters from USCIS saying her applications had been administratively closed; it seems it's due to priority date issue (see the first 2 attachments).

DETAILS:
The following is the time line of the green card applications for me and my wife:

- On Sep. 22, 2016, I submitted I-140 application (EB1A);
- On Oct. 5, 2016, my EB1A I-140 got approved with priority date 9/22/2016;
- On Aug. 22, 2017, my wife and I got married in Massachusetts;
- On Sep. 7, 2017, for personal reasons, my wife had to go back to China, so she didn't file I-485 at that time;
- On Nov. 4, 2017, my I-485 (green card) got approved;
- On Jan. 30, 2018, my wife came to U.S. via F-1 student visa;
- On July 24, 2018, based on my approved EB1A I-140, my wife filed her I-485 application along with I-765 and I-131 applications;
- Today, we received letters from USCIS saying her applications had been administratively closed (see the first 2 attachments).

QUESTIONS:
As of Jan 8, 2019, the final action date for EB1A applicants from China is 15DEC16 (see the last attachment), I'm wondering if my wife can resubmit her I-485 application. If not, what else should we do?
