    hello. I intend submitting my application soon. we married last 2 weeks and filling the forms now. My spouse and I don't have joint finance, I cant get on her insurance without a SSN. would USCIS accept our application without us providing evidence of joint stuffs? we intend doing that when I get SSN. Thanks

    I will be cautious if I were you, especially that the Notice to Appear memo is effective now. USCIS has the discretion to deny any petition without issuing RFE "when required initial evidence was not submitted or the evidence of record fails to establish eligibility" (USCIS, 2018). If you want to file now but can't get any joint finance evidence, at least get something like photos with family, wedding reception receipts, attendance record, joint lease etc?

    Today we posted a policy memorandum that provides guidance to USCIS adjudicators regarding their discretion to deny an application, petition, or request without first issuing a Request for Evidence (RFE) or Notice of Intent to Deny (NOID) when required initial evidence was not submitted or the evidence of record fails to establish eligibility.
    Field Office - San Francisco

    8/03/18 - Priority Date
    8/27/18 - Biometrics walked in
    9/05/18 - Case is ready to be scheduled for an interview
    12/10/18 - I-765 Expedition Request Sent to Congresswoman
    12/20/18 - Expedition Support sent to Congresswoman
    1/07/19 - New Card is being produced
    1/11/19 - Received I-765 and I-131 Approval Notice
    1/14/19 - Received Combo Card

      You do not need a SSN to get on insurance. Yes they ask for it but it is NOT requirement. same thing for bank accounts and/or lease, gym membership, pet ownership papers etc. You need to be a little creative when gathering evidence of bona fide marriage in situations like yours but it is totally do able. Like the person above said do not apply with minimal evidence and you may end up in removal complicating what would have been a routine AOS.

        I agree with this, my wife is in my company's health insurance and she does not currently have a SSN. They said it was ok but to provide it to them once we have it.

          If you don't have a SSN it helps to have an ITIN. With ITIN you can even apply for some credit cards online. My family has lived with no SSN but with ITIN and they are listed on company health insurance, lease, internet, bank accounts, credit cards, drivers license, etc. Some of those didn't put the ITIN because it doesn't replace SSN, so you can get at least some without SSN and without ITIN. Many banks put all 0 to SSN and I think all 2 too when the people doesn't have SSN/ITIN, some put ITIN and some will not let you get the product (credit card/checking account) without a SSN.

          Of course, you may be too late to get ITIN because you may soon apply for EAD/AP and SSN.

          I even added my brother to a few credit cards, he doesn't have SSN or ITIN, without problems.
